  • Developed the legal and business rationale to support individually negotiated customer service arrangements ("SCA's") for MCI.

  • Developed and supervised the filing of large numbers of telecom service tariffs with the FCC.

  • Developed and implemented federal "detariffing" strategies for transitioning from tariffs to contracts, including the design of a public website to accommodate FCC requirements and Company business needs. Advised a foreign carrier of the "nuts and bolts" of U.S. detariffing.

  • Provided legal, regulatory and strategic advice to Company executives, attorneys and others responsible for contract negotiations and settling customer disputes.

  • Developed and maintained the "Business Regulatory Issues Handbook" for internal Company use. The
    "Handbook" is a compilation of federal laws, rules and policies applicable to telecom companies and their services, as well as MCI transactional policies and practices.

  • Represented MCI in domestic and international FCC policy, rulemaking and enforcement proceedings and in appellate proceedings resulting from FCC decisions.

  • Authored "The Brave New World of Business Telecom Transacting."

  • Assisted clients in the development of their CPNI policies and practices, customer notifications, compliance certificates and employee training.

  • Represented independent telephone companies in FCC proceedings relating to their regulatory status and requirements applicable to them.

  • Assisted clients in connection with their billing disputes with carriers.
There's no substitute for experience when it comes to tariffs, contracts, regulation and customer dispute resolution.
  • Hosted/moderated a February 17, 2004 CCMI-sponsored Conference on VoIP regulation that was attended by representatives of more than ninety organizations.
  • Hosted/moderated a May 26, 2004 conference on efforts by the federal government to expand the reach of CALEA to include non-traditional telecommunications services
